Raise Taxes on Coal Plants and Provide Tax Incentives for Clean Energy Plants

While a staple in the economies and job forces of states like West Virginia, coal is an unclean energy source, in it's excavation, refinement, and during energy production. If a tax rise was put onto the coal industry and taxes lowered for clean energy industries, an incentive would be provided to shift from a coal-dependent energy system to a clean energy system.
Many worry that the economies of coal-heavy states will suffer. This worry is short-sighted. While the economies would decline for possible a decade or two, they will grow again when the clean energy industry explodes. If an incentive was provided for clean energy, the people who work in the coal industry will also shift to the clean energy industry.
