Raise taxes on foreign goods

After the Revolutionary War, America was in outstanding foreign debt. Hamilton, being treasurer, needed to come up with a plan to pay it off. Part of this plan included taxing foreign goods to avoid further debt. This needs to be used today to solve America's debt crisis, and create jobs in America.
