The Executive Branch needs to push Congress to raise taxes to fund military operations against ISIS. The US Government needs to raise funds to pay for the upcoming military operations against ISIS because the growing debt weakens the ability of the US to conduct military operations. ISIS knows that the US debt is 17 trillion dollars and another overseas war will further weaken the US economy. A weak US economy equates to a weak US military.
