Norquist's pledge is all about never raising taxes on anyone, but when this pledge was started taxes were much higher for the top bracket. So according to him the taxes can be lowered and lowered but never raised when needed. Raising the taxes back to this level will help balance the budget and with smart spending cuts also we could start reducing the deficit.
