Raise the threshold so any seccession petitions must have 35,000 votes or more before given notice.

Between November 7th and now, many secession petitions have been accumulating high signatures. It makes sense to raise the threshold so that not all of these states break the threshold. Also, this would move the bill further out of the reach of a minority group. This would just be preliminary and should be moved up to even 100,000 for secession.
