Raises for Law Makers in the House and Senate MUST be Voted on and MUST Pass By a Two-Thirds Majority

Currently the Law Makers only have to vote on their pay raise if they decline a pay raise. Change the law requiring a two-thirds majority vote authorizing a pay raise for themselves.
