Random drug testing of each person receiving pay, benifits, and/or assistance from the Federal Government.

Each person receiving any pay, benifit, and/or assistance from the Federal Government to submit to at least once a year randomized drug testing. This will include all persons to each branch of the Federal Government, not excluding any member of the House of Representatives, Senate, Congress, Presidential Party, and Departmental agency. The testing will be randomized to where the person subjected to the testing will have no prior knowledge he/she is required until being notified of the drug test. The member must be viewed while providing the sample to ensure the integrity of the test. Each sample will be tested individually. Positive results will be dealt with by fine and/or criminal action.
