All people currently receiving monetary assistance from the government should be eligible for random drug testing. Anyone positively pursuing work should not be under the influence of narcotics. Furthermore, if a person can afford drugs, they can afford rent/food.
If selected for testing and test positive, all assistance ceases permanently.
