Ratify a constitutional amendment to build a second, independent key into the Nuclear Launch Codes.

For the sake of the American People, Humanity across the globe, and all Warm Blooded Mammals, I petition our government to build a second, independent Gold Key into the Nuclear Launch Codes, a key outside of the President's direct chain of command, a two operator launch sequence, that would effectively give veto power to the launch commands. The person that holds this key subsequently to be ratified by Congressional approval.
