Reaffirm that Social Security paid to retired taxpayers, who have attained or passed the age of sixty-two (62), and have paid into their accounts for 40 or more years, that payments to them from the government are NOT an entitlement, but a personal account and contract between that individual and the United States Government that can not be reduced and may not be used for any other purposes.
2. That payments frozen during 2010 nd 2011 from COLA increases shall be unfrozed and the amounts that would have been paid with COLA increases shall be calculated and reimbursed immediately.
