Create new government savings bonds with interest rates of at least 3% and hopefully higher. The money collected would help rebuild the bridges, highways, etc. in the US. This will create more jobs, and inprove the intrastructure.
Most people would love to have a place to actually invest in a good savings plan with an interest rate much higher than anything found today, in our banking system.
