Public utilities are often natural monopolies because the infrastructure required to produce and deliver a product (ex: electricity or water), is very expensive to build and maintain. This results in them often being government monopolies, or if privately owned, the sectors are specially regulated by a public utilities commission.

As anyone who has cable or internet knows, it's basically a monopoly in many areas, and even the areas you have a few more options, the consumer cost tends to be about the same (though the quality varies a bit) and considering the possible merger between Comcast and time Warner, it's becoming even more monopolistic.

The internet is access to news, knowledge and the global community, the end of net neutrality is the beginning of censorship through wealth.
