Re energizing the failing Child Support System

Ga. Code § 19-11-9.3 gives the power to suspend a father's profesional license. The problem with this is that all father's are not deadbeats. Federal minimum wage is 7.25 which is about 1100 monthly. Based on the child support guidelines making minimum wage you are liable for about 450$ of support. Which leaves 650 for rent, food, transportation and hygiene. There is no state nor city in America a person can survive on this. Before the DHS can suspend your license they should be required to asses the alledged non compliant persons financial ability to pay the amount ordered. After providing proof of low income the non compliant person should be able to apply for a special license in order to get back and forth to work.
