Why is the enforcement of support easily started (no cost incurred to fill out paper work or have a case work determine the amount of support via court or phone) while the determination for parental rights take upwards of thousands of dollar. As the premise is understood to provide financial support for a child,what about the mental and lively-hood that comes with it as well. Why is there not a track record of the funds spent and their association with the child. Could the be a reimbursement scenario of some sort set up where primary custodial parent submits documentation for reimbursement, similar healthcare plans
