With the nation's jails more crowded than ever, and unstable inmates -such as drug users or those with mental illness- stuck in our penal system's "revolving door," more resources such as rehabilitation and therapy programs should be made available for those inmates who can not afford them on their own, thus reducing the number of citizens who return to jail repeatedly.
