The social security, SSI and disability system which cares for our elderly, mentally or physically handicapped is abused by people who are or were able to work and contribute to society. They should not be rewarded for their poor judgement or lack of self control. In a lot of these cases the recipient has not paid into the system at all or very little. The government can encourage citizens to act responsibly and help them in a timely manner to re-enter the work force. The times could be simplified to 6 months for drug dependent citizens and a case by case for others.
