This petition calls on the President and the heads of the Departments of Justice, Defense, and Homeland Security to re-evaluate the "targeted killing" of suspected enemy combatants in light of new evidence that:
1) The criteria for selecting targets are inadequately defined from both a strategic and a legal perspective, resulting in unacceptably high civilian casualties, and significant harm to survivors and witnesses.
2) The strikes make no clear contribution to the security of U.S. citizens, and continue to motivate anti-American sentiment in Pakistan and across the Middle East.
3) The strikes are a violation of international law, and are conducted with no transparency on the part of the U.S. government.
