Its obvious that the war on drugs has failed because well, there are still drugs in this world. We should look back in our own history and remember alcohol prohibition. The mafia had control of all alcohol only because it was an illegal product. This is the exact same reason drugs are in cartel and gang hands. If you made bread or lettuce or anything illegal tonight, it would be just as dangerous as heroin or cocaine because people would want to sell it on the street. You don't see moonshiners selling out of bathtubs anymore because most people just go to the store to buy alcohol
A drug dealer doesn't card, but someone behind a counter does. It's easier to track purchases when things are sold in stores.
