Re-examine the government's position on bullying prevention. Policy as it stands does not, in fact discourage bullying.

Current anti-bullying measures, such as practicing avoidance as well as recording and reporting incidents, do not actually stop bullying practices, as highlighted by the recent 4.2 million dollar settlement to a NJ youth who was paralyzed by his bully after a long campaign of recording and reporting. Policy makers need to recognize bullying, not as a social issue, but as an activity akin to any other crime.
