re-implement, "Pay As You Go" Rules and Regulations for ALL THREE Branches of the US Federal Government.

The Constitution of the United States, in its current form, states that the Government Of, By and For The People of the United States of America SHALL pay all its bills, and SHALL not bring and keep any indebtedness upon the People! Further it states that IF and when such should be incurred those most responsible for the indebtedness SHALL BE held to account of that debt. TO DATE all three branches of governance have failed to pay their bills, bills that they and they alone incurred. It is time, past time, for them to be accountable. President Obama should lead from the front and not from behind on this issue.
