Re-Institute the NPREC to create a new report on the state of american prisons.

The NPREC was a commission held under the bush administration because of the Prison Rape Elimination Act to find the extent of the prison rape issue and release a report (https://www.ncjrs.gov/pdffiles1/226680.pdf ) to inform legislation on the issue. they were closed in 2009. We would like to have a new report.
