The NPREC was a comity held during the Bush administration under the Prison Rape Elimination Act to research prison abuse and release a report (https://www.ncjrs.gov/pdffiles1/226680.pdf) to inform legislation. They were closed in 2009. We would like to create a new one because our government is "made for the people, made by the people, and answerable to the people" -Webster 1830. We need to have all government programs to be answerable to the people. We don’t want to be releasing people who are spiteful to the american government and have been taught it's hunt or be hunted, we need reformed and responsible citizens. Our prisons are a stain on this country’s record, but we can take steps to change that.
