Re-Legalize the "Letters of Marque" in America, allowing privateering against enemys of the USA on the high seas.

Allowing citizens to privateer in the name of the homeland is a real advantage that Admirals and politicians have overlooked, it would cost almost nothing to the government as well. Grant respectable, capable, and trusting citizens the right to use their own private vessels for warfare on the high seas against pirates and any other rogue vessel with intentions to harm the Unites States. The government will not have to supply ships, food, gas, or men for these operations. Limited amount of arms funding would be essential , for most civilian firearms are uncapable of true warfare and assault. The Coast Guard or any other military branch could keep watch over this program, allowing the patriotism of citizens everywhere to come out while not having to join the military to defend their country.
