Privateering is an issue that was banned over 100 years ago, but it could be a useful tool for the government. Granting respectable, capable, and trustworthy citizens Letters of Marque, they would be allowed to use their own privately owned vessels to defend the USA from threats on the high seas. It would cost almost nothing to the government, for vessels, men, food, gasoline, and other resources would be privately owned. A small amount of arms funding or the the licensing of military grade weapons to these citizens could be used, for guns and ammo are fairly expensive. This is a very effective defense strategy, giving the USA both a naval advantage with excited privateers for warfare and intelligence, and for patriots not having to quit their jobs to defend their country.
