Re-organize the NSA into the primary telephonic, electronic, and postal communications provider for the US.

Re-organize the NSA to be the provider for all telephonic, electronic, and postal communications services without intermediaries. This will allow the NSA first-access to all communications for security purposes, streamline current communications processes, and decrease budgetary requirements for both security monitoring and current communications subsidies. It will also allow the government direct capabilities to address current digital issues such as online piracy, net neutrality, and intellectual property rights.
