The world is changing and by transforming the current military structure, a USDF could be used to respond to natural and man-made disasters. The USDF would never be used outside of the United States.
Such a force could build and operate a system of healthcare facilities across the nation for the purpose of responding to disasters. This system could provide medical services to all civil servants, as well as train medical professionals.
The USDF could also build and operate a system of schools and colleges across the nation for the purpose of developing the capabilities needed to respond to disasters. This system could provide education services to all civil servants as well.
The USEF would assume all traditional military duties. The USEF would never be used inside the United States.
