Re purposing closed/defunct military bases within the United States

With the overflow of immigrants attempting to cross borders in the Greece/Macedonia areas and having no real place to go with their children and animals, why can't we use these more than a few empty facilities to house them. Solar power would be a must, as well as surplus farming equipment for subsistence. Much of the needed infrastructure is already in place, and; with proper management of this resource, new communities could be formed. Various cruise lines could be employed to use older or unused ships to transport these people. Strict identification methods should be used to ensure the weeding out of terrorists.
Of course, immigration rules and regulations must be adhered to in order to properly assimilate these
families into the fabric of our nation.
