Reading of Bills in both Houses of Congress

It should be a required that ALL bills being considered, should be read in it's entirety, in both the Senate and the House of Representatives, before being voted on.
There must be at least 98% of the members of each house present and attentive during the reading at all times.
No Senator or Representative may vote on a bill unless they were present for the reading of the bill.
Any amendments added to the bill after it is read and before it is voted on will result in the entire bill being read again with no less than 98% of the members being present and attentive.
We the People of the United States of America, deserve to have lawmakers know what is in a bill before voting on it.
Never again should We the People hear "We Have to Pass the Bill So That You Can Find Out What Is In It"
