Basically this is a sensative version of avoiding any sexual harrassment cases by an already vulnerable population (homeless men & women) of people who rarely file legal suits against their oppressors. Due to the sensative nature of the clientele of homeless shelters across our nation, it is imperitive that we protect higher policies of no socializing at its basic levels. The unfortunate reality of many of the lives of homeless people are socio-economically related hardships: extreme poverty, drug addiction, prostitution. Many of these sub-human conditions lead to personal confusions of conduct. It is legally and wthically safest to respect our new found equality of LGBT to include their respect of not work related management (power position) of their own personal physical attraction.
