Realistic firearm accountability.

Let's make the buyer of any firearm accountable for it's use.
Make the buyer responsible for always knowing where his firearm is, and make sure it is protected from anyone else using it as long as the buyer shall own it. If someone else gets access to his firearm and comments a crime then the buyer will be equally responsible for that particular act because he failed to make sure his firearm was totally secure. If he sells his firearm to someone else he must get a bill of sale and report it to the local police. If the buyer's firearm is stolen he must immediately report it to local police. In summary it shall be the duty of the buyer of any firearm to be totally responsible for it, or any act comitted with it, at all times, subject to the above sale or theft thereof.
