Realize kids maturity

I think by the age of 12 people should be able to drive with parental consent.This is how it could work when you turn 12 you take a driving class and practice on a driving coarse if you are see practicing anywhere besides that parent could face a fine.If you fail the driving test when you are 12 you cannot re-take the test again until you are 18 years old. Kids still have to follow same driving rules as adult . If you think about it this could open more jobs for driving teachers and gives kids the thought to mature and to show parents another way to make their kid mature.But I also thought of other rules that 12 yr old's need to be able to drive like you need to be able to touch all operating gears or you will not qualify.
