We, the people of the United States of America, hereby enjoin the government to create a budget system that is fair, flexible and accountable.
The U.S. Federal government shall help the economy when it is weak, but repay the federal debt in favorable times.
A reasonable and wise goal for national growth should be set.
If national growth falls short of 3.5% of the GDP, the federal government shall automatically have the funds and the duty to spend an amount equal to that difference in the next year's federal budget. If national growth exceeds 3.5% of the GDP, an amount equal to the difference must instead be set aside to repay the federal debt.
