Reasonable continuance of government operations should congress not be able to pass a budget.

In the event congress is unable to establish a budget prior to the beginning of the operating year, implement legislation to keep all government operations running until an official budget is passed. Limit interim discretionary expenditures to the lesser of anticipated revenue collections for the same fiscal year or prior year budgeted amounts. This would allow for a more efficient government and ensure the continuity of operations. It would also allow congress an opportunity to remain focused on setting an official budget rather than having to spend valuable time establishing continuing resolutions.
