Reasonably limit the magazine, clip, load size for firearms in the United States

Propose that all weapons magazines and clips in the U.S. for civilian use be limited to 3 rounds for sport hunting. 5 round units may be purchased from certified competitive shooting organizations (NRA, NSSA, ATA i.e. ;) by certified competitors in accordance with each organizations by laws where needed for competitive courses of fire.
All magazines and clips deemed illegal by this law could be turned in for 1 for 1 exchange at any certified (NRA, NSSA, ATA i.e. ;) range and cost of such reimbursed paid for by the Federal Government. This would be anonymous with only a 1 for1 accounting.
This will not infringe upon the right to own or bear arms it will only limit the magazine and clip size to the normal size used by the majority of hunters and sport shooters.
