Whereas a republic is dependant on an educated population, the practice of social promotion should be ended by requiring that studnets who do no show compitance on the annual state test be retained and tested for learning disabilities.
Whereas all students in grades 3-8 are required to take a state proficiency test each year, the test results should be used to determine eligability to progress to the next grade.
Students and parents currently have no repercussions if the student does not meet the minimum educational goals.
Students with the lowest test scores are often passed on to the next grade dispite their inability to read, write, and do math ar the level nessessary to succeed in the next grade.
This will end having high school students who do not read and write at grade level.
