Renewal of the $8,000 First Time Homebuyer Tax Credit for existing homes and for foreclosed properties. The catch to receive the credit is that the new homeowner would have to invest the full $8,000 tax credit into energy efficiency improvements. Homeowners could utilize the Home Performance with Energy Star Program to get additional rebates and incentives. This renewed program would help homeowners save energy, help build equity in their homes, help cities/towns deal with foreclosed homes , provide an increase in tax revenue through the increase in value in the housing stock, and the main impact would be job creation.
