The US House and Senate have a culture of incompetence, corruption, and petty conflict. They have caused immense damage to the US and world economies, to the US's international reputation and to the legitimacy of its government. They are protected by gerrymandering and a broken two-party system. Its policies are contrary to the public's interests in nearly every arena. These problems have grown steadily worse, and will continue to worsen unless drastic action is taken.
Place a referendum on the 2012 ballot to trigger a Congressional recall - the removal and disqualification of all Representatives and Senators, followed by a special election. If it passes, but Congress does not resign, call upon the States to assemble a Constitutional convention to enforce it and to censure them.
