Under Article II, Section 3 of the Constitution, the President "may, on extraordinary occasions, convene both Houses [of Congress], or either of them." On June 23, 2016, the House of Representatives evaded votes on gun control legislation by recessing until July 5, 2016. In response, the President may -- and should -- recall the Congress in order to debate and vote on legislation that expands background checks on firearm purchases, restricts the ability to purchase automatic firearms, and takes other prudent action to reduce gun violence in the United States.
