All recipients of Government (Tax Payers) funds must submit to a drug test prior to and randomly during receiving funds to remain eligible for future payouts. This includes any form of Welfare, tuition assistance, food stamps etc.
First violation of this policy would make the violator ineligible for assistance for 1 year. Second violation for 3 years, and third violation indefinitely.
Additionally provide funding for training, workshops and education of those citizens on programs such as welfare and unemployment so that they may improve and increase their chances of getting adequate employment.
