Reclassify any criminal organisation willing to subvert the authority and safety of the U.S. people as terrorists.

It's time to start calling things what they are. Criminal organizations that derive their power through means of intimidation and fear should be reclassified as terrorist organizations. Proof of this would be in large urban areas where gangs and other forms organized crime make the people of the area live in fear.
