A method to reclassify substance abuse from criminal to medical pertains to process of rehabilitation a person with substance abuse. When the individual is under the influence of a substance, the 1st phone call is not to police dept, but to medical emergency. The member of household demands the physical, mental evaluation. As per diagnosis, the individual is put into the drug rehabilitation ctr for specified time to receive a proper care. A rehabilitative circle is: admission, rehabilitation, exit into regular population with life skills and no
criminal charges. When the treatment at the rehab is completed, the individual can apply for any job he wants. He has another chance in life and in working America. Medical drug treatment does not carry felony charges as to criminal system.
