The Second Amendment is each citizen's personal authorization to keep and bear arms. As such the administration shall take no action to curtail the private ownership of said arms. In addition, each citizen shall be issued a sidearm and shall be required to attend personal protection and firearms training.
Switzerland has similar programs and they enjoy some of the lowest crime rates of any nation.
