Celebratory fire on the 4th of July should not be classified as disorderly conduct with the enhancer being the use of a dangerous weapon, let alone a recommended jail sentence. If at all there should only be a fine or warning given and a clearly stated policy to be followed by all. If a person is in a rural area or an urban one, one should not get a free pass and the other taken into custody ( lets say both the urban and rural area of celebratory fire were surrounded by a wooded area) These double standards should not be here. We can assume that under certain circumstances such as the one outlined here, a fine or warning would suffice.
