Recognize the coming threat of the alien alliance known as the Covenant and initiate the SPARTAN project.

As we all have come aware, there is an empire of alien races known as the Covenant lurking in deep space, seeking to conquer as Columbus did the native Americans. We must be made globally aware of this threat and seek immediate countermeasures to prepare for this planet's defense against what would be humanity's greatest fight. I suggest immediate funding be piped into research and development over the SPARTAN project, creating armored "super soldiers" that can serve as both major tactical advantages against these invaders, as well as stand as symbols of hope that our flame will not extinguish without a fight.
