Section V of the constitution describes how an amendment can be created in two ways. One way is to have 2/3 majority in both the house and the senate, but the other is having 2/3 majority vote in individual state legislature. Michigan recently became the 34th state to vote on a balanced budget amendment make it 2/3. With over 18 trillion dollars in debt and federal spending up 100%, the country needs something done.
