Per the US Constitution, Article 1, Section 1, only Congress has the authority to enact legislation within the borders of the United States. The power of an executive order is not constitutionally granted, but can be used to set policy for employees of the federal government. To use executive order to implement law or policy affecting non-federal employed citizens is a blatant violation of the Constitution Article 1 Section 1, making it unconstitutional.
Therefore, we humbly submit that there be formal recognition of this fact, preventing executive order from being used for legislation on citizens not employed by the federal government.
