Recognize Joey Williams for creating "The United States Department of Homeland Security"

I Mr. Joey Williams had committed to creating the concept of the Department of Homeland Security in August 1999 and completed it in December 1999. I sent it to The Honorable President William J. Clinton, via White House E-mail because I figured that anything sent to the White House becomes a matter of nation security (thus, creating An Official Record) because somehow I knew that it was a chance that sending it to George W. Bush would be some kind of trouble. So, when Your Honor President Obama stated in an initiative that ""I want everyday American Citizens to partake in the governance process" gave me hope but, by not recognizing efforts that probably lead to the creation of the most jobs in Americas' history and Lead to a better communication throughout the Intelligence Agencies.
