The militia takeover of Malheur National Wildlife Refuge HQ conforms to the definition of terrorism pursuant 18 U.S. Code § 2331. Members of the militia, speaking to reporters, have said they will not "rule out violence;" have overtaken a federal building in an effort to influence government policy through coercion and intimidation. The event occurs within territorial jurisdiction of the U.S. (Oregon). This is a terrorist act against the state, and must be recognized as such, without any privileges being awarded on the basis of race, color, religion, sex, national origin, age, etc...
It is imperative that the White House declares the militias actions as those of domestic terror, denying them the legitimacy they currently appreciate.
