All Americans regardless of income, location or other classification must be able to connect to, utilize and contribute to the internet. Just like water and roads, it is irrevocably a need. Yet the United States ranks 34th on average household speed. Thus, we petition our Government to:
Recognize the internet as a basic need and utility.
Exercise the Commerce Clause as the internet is necessary for interstate commerce.
Delegate a regulatory body to oversee free and open access to the internet through taxation and budgeting.
Invest in science, development and infrastructure required to expand high-speed internet access.
Set a goal regarding both average speed and breadth of access across.
Utilize American workers, to the extent possible, to build and maintain the infrastructure.
