Given that it is clear that Israeli leadership is no longer seriously considering a two-state solution between Israel and Palestine and that it is the policy of the United States to be in favor of a two-state solution, we ask the President to recognize Palestine by Executive Order with the intention of securing a peaceful negotiation between the recognized state of Palestine and a recognized state of Israel, based on the pre-1967 borders.
